A cross-border RMB payment needs a lawful underlying transaction, the correct parties and accounts, and records that explain the amount and purpose. Choosing RMB may reduce conversion steps, but does not resolve questions about investment, debt, tax, customer due diligence or performance of the contract.

This guide addresses an operating company paying or receiving its own business funds. Providing collection, settlement or other payment services to third parties raises separate licensing and regulatory questions. For capital, loans and returns to investors, begin with the China funding and remittance route map.

1. Classify the transaction before completing the bank form

Use the transaction’s substance, not the group’s internal payment label. A transfer called “intercompany funding” might be equity or a loan; “management fees” might cover services, a licence or costs that require separate analysis. Record why the China entity is the payer or beneficiary and why the amount is payable now.

The table is a review framework, not a uniform statutory document list. Banks may apply qualified facilitation procedures or request additional evidence. The company should preserve the underlying records even where it is not asked to submit each one before payment.

2. Match the parties, accounts and authority

Compare the signed contract, invoice, remittance instruction and beneficiary account. Explain any third-party payment or collection arrangement before execution. A group company’s commercial approval does not itself give an individual authority to operate the China subsidiary’s account.

Check current signatories, chops, online banking roles, beneficial ownership and the company’s operating profile. Capital, borrowing and ordinary settlement may require different account arrangements. If an account is still being opened, use the China company bank-account checklist to plan identity and authority verification.

3. Review tax alongside the payment obligation

Have the finance and tax teams assess whether the transaction involves withholding, VAT, tax filing or related-party pricing obligations. The applicable result depends on the actual payment, recipient and available relief. Payment in RMB is not itself a tax exemption.

A contract, invoice and a generic description may be insufficient to explain a recurring service fee. Preserve work records, reports, acceptance evidence and the allocation method. For a licence, confirm that the documents support the rights actually being used. Do not replace a dividend or loan repayment with a service invoice merely to fit a preferred banking route.

4. Distinguish RMB facilitation from foreign-exchange registration

Yin Fa [2020] No. 330 permits qualifying banks to process specified cross-border RMB transactions for eligible high-quality enterprises using simplified instructions under their approved implementation arrangements. Eligibility and bank due diligence still matter. A new customer should ask whether it qualifies and what continuing evidence the bank expects.

A separate rule, SAFE Circular Hui Fa [2024] No. 11, moved goods-trade foreign-exchange directory registration to banks from 1 June 2024, generally before the first relevant receipt or payment and subject to specified exceptions. It should not be described as a universal permit for all cross-border RMB or service payments.

SAFE Circular Hui Fa [2025] No. 47 provides further foreign-exchange facilitation, including defined net-settlement and qualified-enterprise arrangements. These measures have their own participant, banking and sometimes pilot-area conditions. Ask the bank to identify the particular provision supporting the proposed process rather than relying on the general term “facilitation”.

5. Cash-pool rules already effective from 14 September 2026

PBOC / SAFE Circular Yin Fa [2026] No. 163 took effect on 14 September 2026. Its subject is multinational companies’ RMB and foreign-currency cross-border centralised fund operations. The notice expressly distinguishes separate integrated RMB and foreign-currency cash-pool arrangements, so the two descriptions should not be used interchangeably.

A proposed group arrangement requires review of the eligible lead and member entities, qualifying scale, genuine business need, internal controls, cooperation bank, SAFE filing, borrowing or lending limits where relevant, and reporting. It is not activated by opening an ordinary account. An unqualified group should continue to analyse payments under their actual capital, debt, trade or service category.

6. Prepare, pre-check, execute and retain

  1. Prepare: one payment memo covering parties, relationship, currency, amount, transaction, due date and supporting evidence.
  2. Reconcile: ensure legal, finance, tax and treasury explanations are consistent; resolve missing approvals or performance records.
  3. Pre-check: send the proposed route and relevant questions to the handling bank through the company’s authorised channel.
  4. Execute: use the confirmed account details and truthful payment description once applicable conditions are met.
  5. Retain: preserve the instruction, bank response, settlement evidence and transaction records, and monitor changes for recurring payments.

If a transfer is delayed, obtain the bank’s specific reason and identify whether the gap concerns identity, account type, transaction evidence, tax or regulatory formalities. Sending the same file repeatedly without resolving that gap is unlikely to help.
